Applying Adaptive Theory of Change in Fragile and Conflict Affected Settings

Swedish development assistance needs to be able to adapt to changing circumstances, particularly in fragile and conflict affected states, where contexts can change rapidly. This is true not only for individual projects or programmes, but for entire portfolios and strategies.

In this working paper the authors describe how theories of change can be used as a tool for practicing the adaptive management of development assistance. They focus on fragile and conflict affected settings, where the importance of being able of adapt is especially important.
