Swedish aid and development cooperation need to be able to adapt to changing circumstances. This is true not only for individual projects or programmes, but for entire portfolios and strategies.

In this Working Paper the authors describe how theories of change can be used as a tool for adaptive management of aid and development cooperation. They focus on fragile and conflict affected settings, where the importance of being able of adapt is especially important.
