The purpose of this report is to present the current policy framework, and provide an introduction to how Swedish actors work and have worked with the rule of law principles within the framework of Swedish development cooperation.

The report compiles the work that is already being done, the Swedish resources and what could be used more efficiently. In addition, the most important conclusions are drawn from a selection of evaluations of Swedish development cooperation based on the rule of law. Furthermore, a number of actors have been interviewed in order to be able to highlight the experts’ views.

Recommendations

  • The Ministry of Foreign Affairs, together with Sida and the FBA, should establish how the concept of the rule of law is to be defined in Swedish foreign and development policy.
  • A more defined structure should be created for the coordination of actions relevant to the rule of law.
  • The Swedish knowledge and resources should be mapped more accurately to enable a more efficient utilization. It should look beyond technical support and focus on sustainability and dialogue in the appropriate contexts. It should clarify how Swedish authorities can contribute to increase cooperation.
