EBA has commissioned an evaluation on Sweden’s efforts to strengthen state capacity in fragile and conflict affected situations.
The following questions shall guide the study:
- To what extent and how have Swedish aid made a clear difference in relation to Sweden’s objective to strengthen capacity and service delivery of state institutions in fragile and conflict affected countries?
- Which factors, circumstances or mechanisms explain goal fulfilment or failure?
