The global autocratization wave implies among other that rule-of-law is on the retreat globally, and the number of un-constitutional take-overs have increased. Constitutions are at the foundation of social contracts. However, they may also be misused.
In this situation, reflection is needed as to how international support to national processes of constitution building may be offered and performed. Building on thirty years of experiences, the EBA report External Support to Constitution Building Processes discusses what makes this support effective; how it may be combined with support to peace building and when it simply is better not to intervene.
