EBA initiates study on long-term thinking and adaptation in aid to Mozambique

The Expert Group for Aid Studies (EBA) has initiated a new evaluation examining how the Swedish aid portfolio in Mozambique has adapted to major societal shifts and developments between 2005 and 2026.

Despite periods marked by civil conflict followed by peace agreements, as well as significant economic and political fluctuations, the goals outlined in Sweden’s development cooperation strategies with Mozambique have remained largely stable. The evaluation will analyse to what extent these objectives have been upheld over time and whether the relevance of the aid portfolio has been maintained. It will also assess how coordination with various partners has functioned throughout these changing contexts.

Given the Swedish government’s decision to end bilateral development cooperation with Mozambique as of 31 August 2026, the evaluation will additionally examine the exit process.
