A new study on Sweden’s influence in the EU’s new aid budget is now underway

In autumn 2025, the EU Member States will begin negotiations on the EU’s next long-term budget, the so-called multiannual financial framework (MFF), for the period 2028–2034. The international section, ‘Global Europe’ (which includes aid), is proposed to have a budget of €200 billion, with an additional €100 billion earmarked for Ukraine. Influencing the design of this budget is one of the areas where Sweden has the greatest opportunity to influence international development cooperation and aid over the coming decade.

This study builds on a previous EBA report that analysed the previous negotiations on the Neighbourhood, Development and International Cooperation Instrument (NDICI). The current negotiations are of great interest as a new government with new priorities enters into negotiations that look different and are significantly broader in scope.
