Call for Proposals: Evaluation of Swedish Aid to Human Rights Strengthening in Partner Countries

EBA invites evaluators and researchers to submit tenders for an evaluation of Swedish development cooperation aimed at strengthening national capacity to protect and promote human rights.

Promoting human rights has long been a key component of Swedish development cooperation. In a context of increased global repression and democratic backsliding, this evaluation aims to generate knowledge on the effects of Swedish support to formal human rights institutions and mechanisms.

The evaluation will assess the relevance and effectiveness of Sweden’s support to the Office of the United Nations High Commissioner for Human Rights (OHCHR), national and regional human rights institutions and courts, as well as other multilateral programs aiming to strengthen

national reforms and capacity to protect and promote human rights. It will cover the period 2015–2025 and include a literature review, a portfolio analysis and 2–3 country case studies.

The primary target audiences for the evaluation are decision-makers and people working with support to human rights protection and promotion within the Swedish MFA and Sida.
