A Practical Guideline for Evaluating Unintended Effects

Effects of development cooperation are defined as outcomes and impacts that may be intended or unintended, and either positive or negative. This report examines the extent to which — and the ways in which — unintended effects are addressed in recent evaluations of Swedish development cooperation, comparing the results with previous reviews on the same theme. It then presents practical guidance to support evaluators with principles, approaches, methods, and tools for assessing unintended effects (including ex‑ante evaluations) across a wide range of contexts and sectors relevant to Swedish ODA.
