Elisabeth Olivius is a researcher at the Department of Political Science at Umeå University. She defended her dissertation “Governing Refugees through Gender Equality: Care, Control, Emancipation” in December 2014.
The aim of this Development Dissertation Brief is to analyse how the meaning of gender is interpreted in humanitarian policy and practice, and to examine how, and for what purposes, gender rhetoric and gender programming are used in humanitarian aid operations. The report draws substantially on Elisabeth’s doctoral dissertration.
